Copenhagen harbour has an enormous potential for the city. The industry and commercial activities are leaving the inner harbour areas and the city is slowly taking over these attractive areas. The City Council has commissioned an investigative theme plan for these areas. The plan has to investigate the frame work and activities affecting the harbour and at the same time be flexible enough to host new ideas in the process.

The Blue Plan is developed by a large team of Architects and planners each taking care of specific areas of expertise. CCA was hired to investigate and illustrate smaller scale areas of the plan.
